Frank Niceley, R-Strawberry Plains, is sponsor of the bill &#8211; HB1428 &#8211; that he said can help resolve an overpopulation of horses that has left thousands of the animals abandoned.<\/p>\n<p>In an earlier House committee speech, Niceley had cited singer Nelson as an example of well-meaning people who have added to horse problems by pushing to protect them from slaughter.<\/p>\n<p>Nelson, having learned of Niceley&#8217;s remarks, in turn sent The Tennessean newspaper an opinion piece saying that Niceley was misguided.
