Ron Wyden (D-Ore.), John McCain (R-Ariz.), and John Sununu (R-N.H.) proposed legislation that would make permanent an existing ban on state taxes on Internet access. The ban is set to expire on November 1.<\/p>\n<p>The moratorium, first enacted in 1998, was extended amid tense negotiations in 2004.
