A bill that seeks to outlaw the slaughter of horses for black-market meat sales in Florida has been introduced in the state legislature. The bill, which would allow for third-degree felony charges to be brought against those who illegally kill, mutilate or cause permanent breeding impairment to a horse, carries a minimum $3,500 fine and 1-year prison term.
